SPRINGFIELD – To address racial discrimination in schools, State Senator Laura Murphy championed a new law to increase protections for students.

“Equal education means a commitment to combat racism and discrimination head-on,” said Murphy (D-Des Plaines). “Written policies in public schools are the foundation for change, ensuring that no student faces prejudice or retaliation for speaking out against injustice.”

Under the law, each school district will be required to create, implement and maintain at least one written policy that prohibits discrimination and harassment against students based on race, color or national origin. Additionally, the policy includes language prohibiting retaliation against students for submitting a complaint.

In a report from the U.S. Government Accountability Office, an estimated 5.2 million students aged 12 to 18 were bullied in the 2018-2019 school year. One in four of those students experienced bullying related to their race, national origin, religion, disability, gender or sexual orientation. In the same school year, the report says there were 1.6 million students who were subjected to hate speech due to their identity. Among those incidents, half targeted students’ race and 24% targeted their national origin.

“We need to create a nurturing space where students feel empowered to report without any bias,” Murphy said. “It is a critical step in fostering an inclusive, accepting community where diversity is celebrated and all students thrive. Students need to feel comfortable and safe, it is the school’s responsibility to provide this environment so kids can learn.”

Senate Bill 90 was signed into law on Friday.

SPRINGFIELD – Illinois could see a new state flag under a measure spearheaded by State Senator Doris Turner that was signed into law Monday.

“Illinois’ current flag design has the state seal on it,” said Turner (D-Springfield). “While the state seal represents government, the flag should be a symbol for the people. History is living, breathing and ever evolving and our flag needs to represent what makes Illinois the great state it is.”

SPRINGFIELD – State Senator Rachel Ventura spearheaded a new law that will expand greater access to broadband at all public schools and libraries in the state.

“High-speed internet is at the forefront of all parts of our lives – from work to school, and everything in between,” said Ventura (D-Joliet). “This bill takes the first step towards improving high quality, fiberoptic broadband throughout all of Illinois by developing the ‘middle mile’ and making sure there is public sector option.”

Instead of handing the nearly $1.2 Billion in federal funding over to internet giants, Ventura wants to create competition in the market place and use those taxpayer dollars to reduce costs for Illinois families.

SPRINGFIELD – In May of 2022, a 23-year-old resident from the district State Senator Adriane Johnson represents lost his life after an ambulance collided with his motorcycle. Over the next year, she worked with his family to honor his life and ensure that no other person is injured or killed in such a way.

“Proper training will help save lives,” said Johnson (D-Buffalo Grove). “As first responders work to protect one life, we must ensure other lives are not at risk.”

The measure comes after Donald Stallworth, III was tragically killed when his motorcycle was struck by an ambulance that went through a stop sign without active sirens. Reports from the crash said the ambulance did not have its siren on. Johnson worked in tandem with Stallworth’s family to ensure what happened that tragic day in Waukegan won’t happen to another person.

SPRINGFIELD – Following findings of testing bias in social worker licensure exams, State Senator Karina Villa advocated for a law to provide social workers with a more equitable avenue for obtaining a license. This is the first law of its kind in the nation, and many states are expected to follow suit.

“In Illinois, we have social work graduates who have earned a master’s degree, completed intense clinical supervision hours and are currently working in the field, yet they are barred from a path forward due to a biased exam,” said Villa (D-West Chicago). “This new law will help social workers who are already out in the field benefiting their communities and those who are looking to enter the profession have an easier time getting licensed.”

SPRINGFIELD – Temporary workers will soon have increased safety, transparency and recourse thanks to a new law sponsored by State Senator Robert Peters.

“Temp workers’ contributions to our economy are often overlooked and taken for granted, even though they often deal with the most unsafe work conditions,” said Peters (D-Chicago). “This new law is long overdue. Temporary workers deserve to work in the same safe conditions as permanent workers.”

SPRINGFIELD – To encourage community gardening, incentives will be provided for affordable housing projects that incorporate urban and suburban gardening under a new initiative sponsored by State Senator Doris Turner that was signed into law Friday.

“We’ve seen the positive outcomes that come from community gardens,” said Turner (D-Springfield). “There’s an economic benefit that provides residents with the needed tools that they may not get otherwise and engages the community by encouraging people to spend more time outside.”

The new law allows the Illinois Housing Development Authority to develop a program that provides incentives for affordable housing projects that incorporate urban and suburban gardening.

Turner’s law requires IHDA to consult with the University of Illinois on the program, work with the Department of Commerce and Economic Opportunity to facilitate the distribution of produce from the garden, and provide all necessary tools for the garden.

“Food deserts leave people with few options for nutritious meals,” Turner said. “This is a great opportunity to provide fruits and vegetables to the residents who can’t easily access a grocery store.”

House Bill 3892 takes effect immediately.

SPRINGFIELD – State Senator Julie Morrison passed a measure – which was signed by the governor Friday – to fill a significant gap in current Illinois law by giving victims of doxing a voice in deterring bad actors looking to take advantage of the evolving cyber landscape.

“As technology evolves, so must our laws,” said Morrison (D-Lake Forest). “The measure signed into law today is a positive step toward providing a necessary solution to the dangerous practice of doxing, both by helping victims and deterring future bad actors.”
