SPRINGFIELD — To uplift the vital economic contributions the arts industry provides to Illinois and the Northwest Suburbs, State Senator Cristina Castro helped lead an initiative through the Senate to support this industry and others.

“Illinois’ creative and performing arts industries employ nearly 200,000 Illinoisans,” said Castro (D-Elgin). “With more flexible rules in place, well-paying job opportunities and a diverse pool of talent, we can expect to see continuing success in the growth of the arts across our state.”

The Illinois Live Theater Production Tax Credit Program provides theaters with a transferable tax credit, offering an incentive to hire locally by covering a percentage of Illinois labor and in-state talent costs.

SPRINGFIELD – A measure championed by State Senator Karina Villa, securing language assistance during state agency administrative hearings passed the Senate on Wednesday with support from the Mexican American Legal Defense and Educational Fund.

“Maneuvering government procedures can be overwhelming and difficult, especially when a language barrier is present,” said Villa (D-West Chicago). “Building upon the Language Equity and Access Act that was signed into law in August, this will ensure that every Illinois resident has the same degree of access during hearings, regardless of their proficiency in English.”

House Bill 5172 would require state agencies to provide competent and accurate interpretive assistance for self-represented and low-income individuals with limited English proficiency during any stage of a substantive administrative hearing.

SPRNGFIELD – State Senator Adriane Johnson advanced a measure out of the Senate Education Committee ensuring students’ have access to counseling services regardless of citizenship status.

“Access to counseling ensures all students can succeed and are supported, regardless of their backgrounds,” said Johnson (D-Buffalo Grove). “By providing access to student counseling without barriers, schools affirm their role as inclusive and supportive environments where all students can grow and prevail.”

Senate Bill 469 would make clarifying changes to ensure all students would be served by school counselors regardless of their citizenship status. Research shows that students with access to effective school counselors tend to have better academic outcomes, including higher graduation rates, increased college attendance, and improved academic performance.

SPRINGFIELD — Despite research indicating improved stability and emotional well-being for children placed with relative caregivers, over 60% of these caregivers in Illinois are denied the financial support received by unrelated foster care parents. To address this disparity, State Senator Mattie Hunter advanced a measure through the Senate Judiciary Committee on Tuesday aimed at removing barriers and strengthening kinship care.

“We know children are more likely to thrive when they remain connected to their families and culture,” said Hunter (D-Chicago). “However, many relatives who step into the caregiver role — often at a moment’s notice — face significant financial challenges.”

Black Caucus: Hate has no place in Illinois

SPRINGFIELD – State Senator Robert Peters, Senate chair of the Illinois Legislative Black Caucus, issued the following statement in response to hateful, racist text messages targeting Black Americans in Illinois:

“The Illinois Legislative Black Caucus is deeply alarmed by the recent reports of racist text messages targeting Black Americans in Illinois and across the nation," said Peters (D-Chicago). "These messages, part of a disturbing and growing nationwide trend, are a direct attack on the dignity and humanity of Black people and all marginalized communities. We stand in solidarity with those affected."

Fine to expand chronic pain treatment and enhance patient confidentiality

SPRINGFIELD – Working with advocates for patients with chronic pain and the State Medical Society, State Senator Laura Fine advanced legislation authorizing prescribers to make chronic pain health treatment decisions for their patients. In 2016, states began instituting policies severely restricting the prescription of certain opioids, however, for some patients this is a life-saving treatment.

“Chronic pain patients who cannot access the proper treatments may turn to self-medicating with dangerous alternatives. These alternatives can put a patient's physical and mental health at risk,” said Fine (D-Glenview). “This initiative allows for healthcare professionals to make medical decisions based on their patient’s needs.”

Koehler outlines recommendations to enhance historic remembrance of Underground Railroad in Illinois

SPRINGFIELD – State Senator Dave Koehler and the members of the Underground Railroad Task Force put forth their statewide plan to connect existing local projects and new projects to create a cohesive history of the Underground Railroad in Illinois, while establishing new educational and tourism opportunities.

“Despite nationwide efforts to restrict education about our country’s history of racism, Illinois remains committed to shining a light on our past so we can move forward,” said Koehler (D-Peoria). “Our bipartisan initiative will shed light on Illinois’ historic ties to the Underground Railroad, and honor the brave individuals who fought against slavery and oppression so many years ago.”

House Bill 5373 reflects new guidelines issued by the Centers for Disease Control and Prevention for the prescribing of opioids for chronic pain. The legislation allows physicians to make necessary prescriptions for controlled substances, including opioids, without strict limitations based on dosage amounts except as provided under federal law.

SPRINGFIELD – The Illinois Department of Healthcare and Family Services announced Thursday more than 52,000 Illinois residents have been relieved of their medical debt under the state’s new Medical Debt Relief Pilot Program championed by State Senator Mike Simmons this year.

“I am thrilled that, as a result of The Medical Debt Relief Act, 52,000 Illinoisans have received medical debt relief in October alone,” said Simmons (D-Chicago). “Medical debt should never place a burden on families who’ve endured a medical crisis. I am proud that we are taking rapid action as a state to wipe out medical debt for families and individuals and support them with a more secure financial future.”

Senate Bill 3972 would require health insurers to cover habilitative and rehabilitative speech therapy as a treatment for stuttering.  While current law considers speech therapy a covered habilitative service for those under 19, insurance coverage is clouded by exclusions and limitations of the individual’s policy.
