peters 030524SPRINGFIELD – To empower survivors of domestic abuse and gender-based violence, State Senator Robert Peters advanced legislation from the Senate Judiciary Committee on Tuesday addressing re-sentencing provisions as it pertains to survivors.

“Survivors ought to have more reasonable protections under the law to help them flee existing dangerous situations and challenge misguided plea deals,” said Peters (D-Chicago). “Strengthening legal frameworks for individuals involved in domestic violence situations empower survivors to navigate the justice system and seek protection from abusive environments.”

Simmons to expand Housing is Recovery pilot program

simmons 030524SPRINGFIELD – State Senator Mike Simmons advanced legislation to increase access to affordable housing for more youth experiencing homelessness who may be struggling with mental health or substance abuse. 

“The intersectionality of recurring substance use, mental health struggles and access to affordable housing is very real,” said Simmons (D-Chicago). “Providing support services to at-risk adolescents as young as age 18 is much needed.”

The Housing is Recovery pilot program offers affordable housing using a bridge rental subsidy combined with access to recovery support services or treatment for individuals struggling with mental health and substance abuse.

sims 030524SPRINGFIELD – Parents would have better understanding of the signs and symptoms of Type 1 diabetes in their children under a measure led by State Senator Elgie R. Sims, Jr.

“Providing education on Type 1 diabetes isn’t just a tool – it is a lifeline that can give children guidance toward better self-care and resilience,” said Sims (D-Chicago). “Schools have an opportunity to make a difference both in students’ education and their health.”

Students and their families would be more educated on symptoms, intervention and treatment of Type 1 diabetes under a proposal led by Sims. Senate Bill 3473 would require the Illinois State Board of Education and Department of Public Health to put together informational resources on the disease and display it on ISBE’s website. Public and charter schools would also hand out the information to parents or guardians when enrolling their child.

“The beauty of the legislative process is that there are often numerous ways to achieve a shared goal. Today’s action by the Senate puts parents, families and taxpayers of Chicago on the threshold of finally getting a choice in who leads their schools – a right already afforded to every other community in Illinois.

“This plan represents what the Mayor of Chicago and advocates argue is the best way forward, with a phased-in transition to an elected, representative school board paired with strong ethical safeguards. We hope the House quickly sends this measure to the governor’s desk so we can begin this exciting new era of community-led education.”

Sims measure would provide mentoring for first-time parents

sims 030524 2SPRINGFIELD – Understanding the struggles first-time parents face, State Senator Elgie R. Sims, Jr. is leading a measure to provide them with more support and resources.

“Being a first-time parent brings a unique set of challenges and stressors,” said Sims (D-Chicago). “Mentorship helps people understand what they are capable of by opening up parts of them they may have never known existed.”

Sims’ measure would assist first-time parents in finding employment, donation centers and information to help them navigate parenthood through the First Time Parent Mentorship Program. Local nonprofits would host the program in partnership with the Illinois Department of Human Services and provide at least 10 hours of trauma-informed tutoring and mentoring to first-time parents. 

According to the National Center for Infants, Toddlers and Families, nearly half of new parents don’t feel they have the support they need. The mentorship program would bridge this gap, giving first-time parents more resources and a place to turn to for help.

“When my wife and I had our first daughter, we consistently found ourselves asking questions and wondering if we were doing the right things to set her on the path to success,” said Sims. “While we had a strong support system of friends and family to help us navigate this difficult yet exciting time, not everyone is that lucky.”

Senate Bill 2536 passed the Senate Health and Human Services Committee Tuesday.

CHICAGO — Members of the Senate Democratic Caucus joined Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity to celebrate communities across the state being honored as State-Designated Cultural Districts.

“The Humboldt Park community has such a rich and vibrant culture,” said State Senator Natalie Toro (D-Chicago). “The State-Designated Cultural Districts Program and this official designation allows us to share and preserve our heritage and traditions while building a critical foundation for continued investment.”

Porfirio advances legislation to bridge military duties and civic engagement for service members on active duty status

SPRINGFIELD — Military service members on active duty status who represent part of a public body – such as a village board, school district or township – may soon be allowed to attend meetings remotely, thanks to a new measure passed by State Senator Mike Porfirio.

“It is our duty to create a more inclusive and adaptable environment for all members of our community, especially those who selflessly serve in the military,” said Porfirio (D-Lyons Township), a member of the Navy Reserve. “This legislation reflects our commitment to ensuring service members on active duty status can participate in discussions and decisions that impact our communities and the people they have dedicated their lives to protecting.”

CHAMPAIGN – State Senator Paul Faraci announced that significant investments have been secured for the Illinois Fermentation and Agriculture Bio-manufacturing Tech Hub.

"This investment is a major win for Illinois," said Faraci (D-Champaign). "As game-changing technology continues to emerge, it is critical that our businesses in Illinois are prepared. iFAB's Tech Hub designation will not only bolster our state's local economies but it will put Illinois on the map, signifying our title as a major tech hub."

The $680 million in combined grants will help create the infrastructure needed for the state to meet current demand for bio-manufacturing and precision fermentation. iFAB exemplifies the state’s bio-manufacturing prowess, with a focus on fermentation as a bio-manufacturing tool. Bio-manufacturing converts crops like corn and soybeans into a range of commodities.

SPRINGFIELD – Members of the Illinois Senate Democratic Caucus helped secure funding through the Illinois Soundstage Program to continue to position the state as a leading production center while boosting economic and workforce development.

“This will help give local filmmakers in central Illinois some additional tools to compete at a national level,” said State Senator Paul Faraci (D-Champaign). “If we want to bring economic opportunity to our area through film, it’s important that the infrastructure is in place to make it happen.”

The Illinois Soundstage Capital Grant Program will help diversify the film industry. The Fields Studio located in Chicago received $5 million, Fresh Films in Rock Island received $3.8 million, and Flyover Studios in Champaign received $1.1 million through the program.

“Western Illinois’ film industry has so much potential,” said State Senator Mike Halpin (D-Rock Island). “Strategic state investment in our film infrastructure, including Fresh Films and the amazing work done at the Quad Cities Regional Film Office, will boost our local economy and give producers an affordable alternative to complete their projects.”
