Joyce measure makes sensible cuts to regulation

SPRINGFIELD – State Senator Patrick Joyce (D-Essex) advanced a measure on Thursday to potentially save the Illinois Commerce Commission thousands of dollars, on a cost typically passed on to ratepayers.

“This is common sense legislation that will save money,” said Joyce. “I will continue to find ways to reduce government spending.” 

Under current law, the Illinois Commerce Commission is required to notify landowners via registered mail when a utility has applied for a certificate of public convenience and necessity to construct a high voltage electric service line across the landowner's property. Registered mail costs start at $13.75.

SPRINGFIELD – Future Farmers of America chapters across Illinois could soon see more financial assistance thanks to grants that would be paid out through the Future Farmers of America Fund created through a measure championed by State Senator Patrick Joyce (D-Essex).

“As lifetime FFA member myself, I am proud to champion legislation that has full support across the board,” said Joyce. “FFA taught me so many valuable lessons that I still hold and apply to my life as a farmer and state senator – and I want to provide those same opportunities for other students across our state.”

House Bill 5400 also allows the Illinois Secretary of State to issue FFA universal specialty license plates. The funds collected from the distribution of the decals will then go into the Future Farmers of America Fund. Anyone can apply for and be issued one of the plates for an additional $25 to their standard vehicle registration fee. For the original issuance, $10 will go to the FFA Fund, and for renewals $23 will go to the fund.

SPRINGFIELD – State Senator Patrick Joyce (D-Essex) measure to support first responders via a tax check-off passed the Illinois Senate on Wednesday.

“First responders put their lives on the line for our community and we should have an easier option to give back,” Joyce said.

House Bill 4161 aims to increase donations to the 100 Club of Illinois by making a convenient donation option on individual state income tax returns. The 100 Club of Illinois is a nonprofit that provides resources, financial support, training and moral support to both the families of first responders killed in the line of duty and active duty first responders. All sworn federal, state, county and local first responders stationed in Illinois are included.

Grain Bin Safety Week is February 20-26

 

KANKAKEE – To prevent fatalities on the farm during the busy harvest season, Senate Agriculture Committee chair Patrick Joyce (D-Essex) is joining officials in reminding farmers and farm workers to be cautious when working in and around grain bins.

“There is a responsibility that comes with living in a rural area, we have to continue to take care of friends and neighbors” Joyce said. “With delayed emergency response times, it is crucial to review all safety precautions.”

While essential to Illinois’ harvests, grain handling equipment and storage containers can quickly become dangerous. In 2020, Illinois Fire Departments responded to a nation leading 12 rescue incidents at Illinois grain bins and elevators.

SPRINGFIELD – Legislation to expedite the issuance of professional licenses, championed by State Senator Patrick Joyce (D-Essex), passed the Illinois Senate on Wednesday.

“This measure cuts red tape for new professionals entering the workforce,” Joyce said. “Advocating for hard-working Illinoisans is my top priority and this legislation does just that.”

The legislation was introduced after hearing word from local residents that the professional licensing process was taking too long. Under the legislation, IDFPR will be required to process applications within four weeks as long as there were no deficiencies submitted. The measure would expedite licenses for health care workers, accountants, speech pathologists and other professionals.

CHICAGO HEIGHTS – State Senator Patrick Joyce (D-Essex) is encouraging families in need of assistance filing their 2021 income taxes to take advantage of new assistance programs offered by the Internal Revenue Service and AARP.

“Filing taxes can be stressful, but there are resources available to help,” said Joyce. “Please share this information with friends and loved ones who need assistance filing their tax return.”

The IRS Volunteer Income Tax Assistance and the Tax Counseling for the Elderly programs offers assistance to individuals who earn $58,000 a year or less, people aged 60 or older, people living with a disability and taxpayers with limited English-speaking skills.

SPRINGFIELD – A measure introduced by State Senator Patrick Joyce (D-Essex) aims to maximize Illinois’ ability to capture federal funding for broadband under the federal Infrastructure Investments and Jobs Act.

“There will be billions of federal dollars across the country available for broadband expansion,” Joyce said. “This bill not only safeguards how those funds are spent, but it also puts a plan in place to grow the federal dollars flowing into Illinois.”

Under IIJA, if Illinois applies for federal dollars to assist with broadband expansion, they are only guaranteed an initial allotment of $100 million. This measure tasks DCEO with administering a grant program to distribute the broadband dollars. Funds are distributed based on a state’s demonstrated need for broadband infrastructure in unserved and underserved areas, and the State’s ability to deploy such services.

Joyce advances plan to address teacher shortage

SPRINGFIELD – To help eliminate the teacher shortage in Illinois, State Senator Patrick Joyce (D-Essex) advanced a plan out of the Senate Education Committee to increase the number of days substitute teachers may cover for licensed teachers in the classroom.

“We need to provide our superintendents with every tool to assist with the ongoing teacher shortage,” Joyce said. “This legislation allows substitutes to stay in the same classroom for longer, giving students more consistency.”

Currently, Illinois law allows substitute teachers to cover for licensed teachers for up to 90 days. Joyce’s initiative would increase the amount of days substitute teachers can stay in the classroom to 120. This measure helps keep substitute teachers in the same classroom, instead of having to teach lessons they are less familiar with after 90 days.
