SPRINGFIELD – Drivers will soon be able to choose a gender-neutral option to put on their driver’s license or ID cards under a new law by Elgin Democrat State Senator Cristina Castro.

Castro’s law will allow applications to choose between “male,” “female” or “non-binary” when defining their sex on their driver’s license or ID card.

“It has always been stressed that our driver’s license and state ID cards should be as accurate as possible,” Castro said. “Allowing a gender-neutral option only helps to make it more accurate. It has been long enough, and it’s time for not only the state, but also its agencies to adapt. I am happy to see the governor sign my bill.”

ELGIN – A measure to protect undocumented immigrant tenants from landlord harassment was signed into law today, thanks to Elgin Democrat State Senator Cristina Castro.

The new law creates the Immigrant Tenant Protection Act, which prohibits landlords from questioning a tenant’s immigration status as a means of harassment or to force an eviction.

“We needed to put a protection in place to ensure that landlords are not holding their tenants’ immigration status over their heads to pressure higher rent or eviction,” said Castro.

Castro’s measure will now allow tenants to report criminal activity or habitability issues without being targeted based on their immigration status.

Castro filed this legislation because the Illinois Human Rights Act did not protect individuals based on immigration status, nor did it place any limitations on when a landlord may request or share that information.

ELGIN – More workers, including those working for small employers, will have protection under a new law sponsored by State Senator Cristina Castro (D-Elgin).

“We have to ensure that every employee in the state has the same protections when it comes to discrimination in the work place,” Castro said. “Expanding the Illinois Human Rights Act is the right thing to do,” Castro said.

House Bill 252 expands the Illinois Human Rights Act to include employers with one or more employees. Current law only applied to workplaces with 15 or more employees. This new law will give these employees a remedy for work-related discrimination and retaliation, including claims for discrimination based on race, color, religion, sex, marital status, military status and sexual orientation.

Castro worked closely with many advocacy groups while carrying the bill through the Senate, including Equality Illinois. Michael Ziri, Director of Public Policy at Equality Illinois, pointed out the crucial timing of the bill being signed.

army scholarshipSPRINGFIELD – Continuing her fierce dedication toward those who serve in the military, a new law sponsored by State Senator Cristina Castro (D-Elgin) will provide in-state tuition rates to all active duty military and all individuals receiving benefits from the Department of Veterans Affairs.

“One of the fundamental duties of our society is to provide for the people who risked everything to serve and defend it,” Castro said. “I think this bill does just that. By offering in-state tuition rates to current and former members of the military, we’re giving them the ability to receive a quality education at one of Illinois several outstanding public universities at a reduced cost.”

Senate Bill 1907 provides that if an individual is an active duty member of the United States military or is receiving veterans’ education benefits from the VA, they count as a resident of Illinois for the purpose of determining tuition. The bill was an initiative of the Illinois Board of Higher Education.

SPRINGFIELD – A task force aimed at examining the service-related ailments veterans often suffer will soon meet, thanks to a law sponsored by State Senator Cristina Castro (D-Elgin).

“Our servicemen and women risk everything to protect our country, but once their service is finished and they seek treatment for conditions that arose as a result of their service, many veterans find themselves waiting months, sometimes even years, to get that treatment,” Castro said. “This is unacceptable. We owe it to the brave men and women who defended our freedom to give them the treatment they need. This task force will help identify and correct the issues that lead to delays.”

House Bill 120 creates the Veterans' Service-Related Ailments Task Force. The Task Force will consist of 11 members that will include designees from the Illinois Department of Veterans Affairs, veterans’ organizations, lawmakers, and a medical professional.

CHICAGO – State Senator Cristina Castro’s bill strengthening the Illinois Equal Pay Act and tackling the wage gap was signed into law today.

House Bill 834 prohibits employers from asking about salary histories when interviewing job applicants in an effort to reduce the effects of pay discrimination from past jobs.

“This new law addresses a wide range of people” said Castro (D-Elgin). “Men and women of all ages and backgrounds should have an equal chance to succeed, and that is what I will continue to fight for as a member of this General Assembly.”

Employers can currently consider salary history when making hiring decisions and salary offers. This perpetuates wage inequality, especially since women, on average, earn less than men for similar work. It has also been found that women of color earn even less than white women when compared to men.

Castro celebrates adult literacy grants for Literacy Connection, YWCA of Elgin

ELGIN — State Senator Cristina Castro (D-Elgin) announced today that adult literacy programs in her district will receive nearly $290,000 in state grants.

Illinois Secretary of State Jesse White awarded the grants through the Adult Literacy Grant Program, which helps learners develop and enhance their reading, math, writing and English-language skills.

“English as a Second Language and adult literacy classes are vital services that help people develop the language skills they need to be successful,” said Castro. “This investment from the Secretary of State will ensure that Literacy Connection and the YWCA can continue to provide these life-changing services to those who rely on them.”

The programs receiving funding in the 22nd District are:

  • Adult Volunteer Literacy Program, Literacy Connection: $91,346
  • ESL Family Literacy (Children 2-5 Years), YWCA of Elgin: $50,000
  • ESL Family Literacy (Infants and Toddlers), YWCA of Elgin: $50,000
  • Lakewood Elementary Family Literacy Program, Literacy Connection: $48,866
  • Meadowdale Elementary Family Literacy Program, Literacy Connection: $48,866

Castro streamlines legal procedures for immigrant children

CHICAGO –State Senator Cristina Castro’s push to allow more Illinois courts to determine whether to give an undocumented child lawful permanent residence was signed into law by Gov. JB Pritzker today.

House Bill 1553 allows civil courts to determine whether a child with Special Immigrant Juvenile Status (SIJS) is eligible to be given lawful permanent residence. Under current law, only juvenile courts in Illinois may make this determination.

“This is about ensuring the safety of some of the most vulnerable people in our state,” said Castro, (D-Elgin). “We have an obligation to protect children regardless of their immigration status, and this law will expedite that process.”
