SPRINGFIELD – State Senator Omar Aquino led an initiative to increase government efficiency and transparency within the health care system by maximizing state dollars to fund the essential services vulnerable communities depend on.

“Access to health care and behavioral health services should not depend on your ZIP code,” said Aquino (D-Chicago). “This package will ensure that communities across the state, whether in the city, the suburbs or rural farm towns, have access to care.”

SPRINGFIELD – To support families amid a national affordability crisis, State Senator Omar Aquino passed a measure banning ‘junk’ fees out of the Senate Wednesday.

“Right now, families are feeling the pressure at checkout when they’re paying for groceries or getting gas,” said Aquino (D-Chicago). “When every dollar counts, families need to know exactly how much they’re expected to pay for the services they need.”

House Bill 228 would make it unlawful for any business to advertise, display or offer a price for a good or service that does not include all mandatory fees or surcharges before taxes. 

SPRINGFIELD – State Senator Omar Aquino is advancing legislation to address ‘junk’ fees as a part of a broader effort to ease the financial burden on Illinois families amid the national affordability crisis.

“Junk fees are a deceptive practice that quietly drain thousands of dollars from Illinois families each year,” said Aquino (D-Chicago). “Requiring businesses to disclose the full price of a good or service upfront isn’t unreasonable – it is a basic standard for transparency and honesty that consumers in Illinois deserve.”

SPRINGFIELD – To protect the stability of safety net hospitals, State Senator Omar Aquino championed a new law that will generate additional revenue for hospitals across the state.

"As a patient of Humboldt Park Health, a designated safety net hospital, and the representative of two additional safety nets, I have experienced firsthand the contributions of these hospitals to the integrity of our communities by ensuring the health of our neighbors,” said Aquino (D-Chicago). “With the updates to the Hospital Assessment Program, we are ensuring that hospitals continue to provide critical services to our most vulnerable."

The Illinois Hospital Assessment Program was established in 2003 to help ensure low-income patients have access to health care services. The program was extended and expanded in 2022 to improve cash-flow predictability for hospitals, tying greater funding to higher Medicaid utilization. The program is funded through a special tax on Illinois hospitals, which is then matched by federal funds and redistributed to hospitals based on the volume of the Medicaid patients they serve and their level of care.

SPRINGFIELD – State Senator Omar Aquino championed a measure to fortify representation for non-citizen Cook County residents undergoing immigration proceedings following reports of rampant immigration enforcement and alleged due process violations.

“As immigrant communities are grappling with shifting federal policies, we must adapt to ensure there is no lapse in access to counsel,” said Aquino (D-Chicago). “Families deserve to know that this resource is available and reliable despite changes happening at the federal level.”

SPRINGFIELD –An initiative sponsored by State Senator Omar Aquino to expand loan options for student loan borrowers passed the Senate Thursday.

“As the cost of living continues to rise, it is critical that we provide students with an economic relief tool to help alleviate the often overwhelming burden of student loan debt,” said Aquino (D-Chicago). “Providing borrowers with additional loan options and lower interest rates will help keep money in their pockets to put toward other needs.”

House Bill 1430 would allow the Illinois State Treasurer to invest in refinanced student loans and work with financial institutions that provide refinancing for student loans. Refinanced loans at lower rates will result in lower payments for borrowers, freeing up spending power and supporting the local economy.

CHICAGO – State Senator Omar Aquino joined state leaders and EeroQ Corporation leadership to announce new investments in the company’s quantum headquarters in Chicago’s Humboldt Park community.

“I’m pleased that EeroQ will continue to grow in Humboldt Park, where their quantum facility expansion will house technology development and world-class workers that could make life-changing discoveries,” said Aquino (D-Chicago). “The state of Illinois is making critical investments in the technology of the future with each quantum computing company we support with State-sponsored incentives.”

As part of the state's comprehensive incentive package, EeroQ received an EDGE for Startups tax credit, and has committed to making a $1.1 million investment, creating five new full-time jobs and retaining eight full-time jobs.

SPRINGFIELD – When an unfair labor practice charge is filed, workers rely on Illinois’ labor oversight boards to take timely action to protect their rights and help resolve issues related to unfair or unlawful practices.

To ensure workers do not wait in limbo to find out the future of their livelihood, State Senator Omar Aquino led a measure to streamline the resolution process at worksites involved in these proceedings.

“The fight for workers’ rights has been a long, ongoing battle. It’s the reason we have paid time off, a work week and weekend, parental leave and safety in the workplace,” said Aquino (D-Chicago). “Most employers engage with labor unions lawfully, but when bad actors find new ways to twist the law and get around these hard-fought protections, we need to take action to cement these rights with a strong foundation that can continue to be built upon.”
