SPRINGFIELD – Following years of advocacy, State Senator Omar Aquino’s initiative to ban junk fees in Illinois was signed into law to protect consumers and increase transparency.

“Our state is facing unprecedented challenges due to devastating cuts from the federal spending plan under H.R. 1,” said Aquino (D-Chicago). “Banning junk fees is part of a broader effort to alleviate some of the financial pressure on Illinois families while our state continues to confront a national affordability crisis.”

House Bill 228 will make it unlawful for any business to advertise, display or offer a price for a good or service that does not include all mandatory fees or surcharges before taxes.

Aquino LawSPRINGFIELD – A new law led by State Senator Omar Aquino aims to strengthen Illinois’ health care system by increasing government efficiency and transparency while maximizing state dollars to fund essential services vulnerable communities depend on.

“Impending federal cuts to Medicaid are a threat to the stability of our health care system, risking access to care for thousands of Illinoisans,” said Aquino (D-Chicago). “Safeguarding local hospitals and community-based services is needed to ensure our most vulnerable communities are not left behind.”

Senate Bill 3365 creates the Distressed Hospital Loan Program, which will provide interest-free cash flow loans to public and nonprofit hospitals in financial distress. The goal is to prevent hospital closures and maintain services while also instituting guardrails that will make sure distressed and safety net hospitals are on a path to financial sustainability.

“Right now, families are feeling the pressure at checkout when they’re paying for groceries or getting gas,” said Aquino (D-Chicago). “When every dollar counts, families need to know exactly how much they’re expected to pay for the services they need.”

SPRINGFIELD – To protect the stability of safety net hospitals, State Senator Omar Aquino championed a new law that will generate additional revenue for hospitals across the state.

"As a patient of Humboldt Park Health, a designated safety net hospital, and the representative of two additional safety nets, I have experienced firsthand the contributions of these hospitals to the integrity of our communities by ensuring the health of our neighbors,” said Aquino (D-Chicago). “With the updates to the Hospital Assessment Program, we are ensuring that hospitals continue to provide critical services to our most vulnerable."

The Illinois Hospital Assessment Program was established in 2003 to help ensure low-income patients have access to health care services. The program was extended and expanded in 2022 to improve cash-flow predictability for hospitals, tying greater funding to higher Medicaid utilization. The program is funded through a special tax on Illinois hospitals, which is then matched by federal funds and redistributed to hospitals based on the volume of the Medicaid patients they serve and their level of care.

SPRINGFIELD – State Senator Omar Aquino championed a measure to fortify representation for non-citizen Cook County residents undergoing immigration proceedings following reports of rampant immigration enforcement and alleged due process violations.

“As immigrant communities are grappling with shifting federal policies, we must adapt to ensure there is no lapse in access to counsel,” said Aquino (D-Chicago). “Families deserve to know that this resource is available and reliable despite changes happening at the federal level.”

Aquino bill to ease student loan burden passes Senate

Aquino HB1430SPRINGFIELD –An initiative sponsored by State Senator Omar Aquino to expand loan options for student loan borrowers passed the Senate Thursday.

“As the cost of living continues to rise, it is critical that we provide students with an economic relief tool to help alleviate the often overwhelming burden of student loan debt,” said Aquino (D-Chicago). “Providing borrowers with additional loan options and lower interest rates will help keep money in their pockets to put toward other needs.”

House Bill 1430 would allow the Illinois State Treasurer to invest in refinanced student loans and work with financial institutions that provide refinancing for student loans. Refinanced loans at lower rates will result in lower payments for borrowers, freeing up spending power and supporting the local economy.
